This has reference to e-mail dated 20th March, 2020 received from Ministry of Corporate Affairs, Government of India forwarding therewith copies of DoPT’s GoI OMs. dated 17th March, 2020 and 19th March, 2020 on the above subject.
In accordance with the aforesaid directions, all the ICAI offices pan India may take all necessary steps for complying with the health and safety measures in the letter and spirit. From the communication, the following instructions are specifically reiterated :
1. Heads of Departments and Secretaries to Committee may ensure that 50 per cent of Group B and C (employees from the level of LDC to Section Officer(SU)) may attend office every day and the remaining 50 per cent staff should be allowed to work from home.
2. Accordingly, you are requested to draft a weekly roaster of duty for Group B and C staff and ask them to attend office on alternate weeks. While deciding the roster for the first week, HoDs are advised to give priority to officials who are residing in close proximity to their office or use their own transport to travel to the offices.
3. Further, the working hours for all said employees who attend office on a particular day should be staggered and three groups of employees may be formed and asked to attend office as per the following timings :
(a) 9.00 A.M. to 5.30 P.M. ; (b) 9.30 A.M. to 6.00 P.M. and (c) 10.00 A.M. to 6.30 P.M.
4. The staff who are allowed to work from home on a particular day as per the roster drawn up should be available on phone and electronic means of communication at all times. However, they should attend office, if called for any exigency of work.
Accordingly, you are requested to prepare the weekly duty roster of the staff working under your supervision in the google form prepared for the purpose and give effect to the same. Additionally, a copy of the Do’s and Don’ts forwarded by the Ministry vide OM dated 16th March, 2020, is also enclosed for your information and compliance.
This arrangement shall be applicable with immediate effect and will remain in force till 4th April, 2020.
Should there be any additional development arising out of a notification by local authority/State Government; prescribing any additional health/safety measure; the concerned Regional Heads may take appropriate call on such additional health and safety measures / requirements as may have been additionally put in place by the local authorities/State Government for compliance thereof.
